going to make a statement, shall file an application for statement at the bearing and a memorandum to the Minister of Transport by the date notified under the provision of Article 81 paragraph 1.

 

2. The written application for the hearing shall include the name, address, occupation, and age of the person having substantial interest (in the case of a juridical body, the name and address thereof, and the name, job title, and age of the person who represents the juridical body), and a statement of opinion, whether pro or con, and a statement as to whether or not the person has a substantial interest in the matter.

 

3. The written statement shall be furnished with clear details of the manner of presentation and description of what the said person intends to state at the hearing.

 

4. The Minister of Transport may, in cases deemed necessary, request any person having substantial interest and who has filed a memorandum, to submit any additional documents, specifying the place, expiration dates, and number of copies, to certify the said substantial interest.

 

(Selection of Concerned Parties)
Article 81-(4). The Minister of Transport may, in the case of recognizing that any memoranda filed have irrelevant facts or repetitive statements, select the parties who will make a statement relating to the subject matter of the hearing, from among all parties concerned.

 

(Commission of a Third Party)
Article 81-(5). The Minister of Transport may, when it is deemed necessary, ask any person who has no substantial interest in the matter to express his opinion or to furnish a report on the issue at the hearing.

 

(Cancellation of Public Hearing)
Article 81-(6). The Minister of Transport shall, in the case of acknowledging that the opening of a public hearing has become unnecessary due to the lapse of time after the public announcement was made in the Official Gazette under the provisions of Article 81 paragraph 1, immediately notify all persons concerned that the public hearing is cancelled and also issue a public notification to that effect.

 

(Revision of Time, Date, etc. of the Opening of a Public Hearing)
Article 81-(7). The Minister of Transport may, when it is deemed necessary to revoke items notified under the provisions of Article 81 because of a natural disaster or any other unavoidable circumstances, revise the items publicly notified or announced orally by immediately informing all persons concerned of the items
